कॉर्पोरेट क्षेत्र के ऋण के भारी बोझ और बैंकों की भारी मात्रा में ख़राब आस्तियों के कारण निजी निवेश के कमजोर बने रहने के कारण, सरकार ने स्पष्ट रूप से यह निर्णय किया है कि बुनियादी सुविधाओं पर खर्च के ज़रिए इस प्रक्रिया को तुरंत आरंभ कर दिया जाए।
